The story makes the point that you can have a much bigger impact in your community than at the federal level.</p>
<p>I&#8217;ve seen that in DC (the city, not the metaphor), where local issues are frequently debated to death. For example, the <a title="ten-year long struggle" href="http://www.washingtonpost.com/local/after-10-years-will-northwest-dc-neighborhood-get-a-new-giant/2011/05/10/AFZvJP4G_story_1.html">ten-year long struggle</a> over the redevelopment of the Wisconsin Avenue Giant. The plan to upgrade this grocery store was so contentious that it claimed the job of one local planning director and caused her successor to <a title="harriet tregoning" href="http://www.washingtoncitypaper.com/articles/42328/urbanista-inside-harriet-tregonings-push-to-reshape-dc/full/">steer clear of the whole mess</a>.</p>
<p>Which is why I&#8217;ve been so impressed by the <a title="dc department of transportation" href="http://ddot.dc.gov/DC/DDOT/">District Department of Transportation (DDOT)</a>, as I mentioned in the article. They put a bike lane down the center of Pennsylvania Avenue, a project that benefits bikers (like me) and is a powerful example of including bikes in transportation plans. They also put in a protected bike lane down 15th St, a block from where I live. This was done in a matter of months, compared to morasses like the Wisconsin Avenue Giant.<span id="more-1550"></span></p>

<p>And DDOT will respond to you via Twitter, within minutes. It&#8217;s a little thing but getting a timely reply about a pothole is pretty remarkable, especially from a city government that, at best, can be described as bureaucratic.</p>
<p>(Full disclosure: I worked for nearly a year as a contractor on the DC.gov web site. In addition to being a DC citizen myself, I&#8217;ve responded to resident requests, which is why I&#8217;m so sympathetic to local government officials.)</p>
<p>Whoever runs the <a title="ddotdc" href="https://twitter.com/#!/ddotdc">@DDOTDC</a> account must possess remarkable patience to deal with constant complaints about DC roads, delivered quite personally by drivers suffering from broken shocks. Despite the abuse, they respond quickly to complaints.</p>
<p>Parks and Rec does an excellent job at capturing the intensity of an engaged local citizenry. The <a title="time capsule" href="http://en.wikipedia.org/wiki/Time_Capsule_(Parks_and_Recreation)">time capsule episode</a> of the NBC series is one of my favorites:</p>
<blockquote><p>Leslie tries to encourage civic pride through a time capsule, but it descends into chaos as Pawnee citizens argue over what to include.</p></blockquote>
<p>Leslie&#8217;s efforts to bring the community together tear it apart, as residents argue over what should be in the time capsule, including, among other things, dead pets and copies of the Twilight books. Leslie comes up with a brilliant compromise &#8211; the time capsule will include only a video of their discussion, thus showing future generations the town&#8217;s &#8220;passion&#8221;.</p>
<p><strong>If you are going to work in local government, you must have the equanimity of Leslie Knope.</strong></p>
<p>Unlike on the federal side, hidden away in inaccessible buildings thousands of miles from constituents, local government is up close and personal. It&#8217;s your friends and neighbors, people who care about the community as much as you do &#8211; but frequently have very different ideas about how the place should be run.</p>
<p>Accountability to local citizens can be immediate. The reformer Mayor Adrian Fenty, who pushed for a better-performing government, was bounced out of office by a citizenry more comfortable with the soft corruption of Vincent Grey.</p>
<p>And the DDOT Director who brought a bike lane down the middle of Pennsylvania Avenue &#8211; Gabe Klein is gone too, scooped up by the more enlightened city of Chicago.</p>
<p>In local government, you can achieve immediate results &#8211; and suffer immediate consequences. It&#8217;s the Parks and Rec effect.</p>

<p>It was part of a series of photos I took of the <a title="washington monument inspection" href="http://www.flickr.com/photos/joeflood/sets/72157627642914395/with/6189270083/">Washington Monument inspection for earthquake damage</a>.</p>
<p>I took the above photo because I thought it was kind of funny &#8211; a park ranger in his big hat on a bike. I submitted it to The Wash Cycle, a local blog on bike advocacy. They ran it with the cheeky title, <a title="prevent bike crashes" href="http://www.thewashcycle.com/2011/09/only-you-can-prevent-bicycle-crashes.html">Only You Can Prevent Bicycle Crashes</a>.</p>
<p>Commenters on the site identified the ranger as Bill Line, spokesperson for the National Park Service. He&#8217;s infamous among local bike advocates for opposing the expansion of DC&#8217;s bikesharing service to the National Mall. And here he is riding a bike.</p>
<p>Not only that, he&#8217;s not wearing a helmet and talking on a cellphone. A bag swings from his handlebars, unsafely. Commenters on the site also critiqued his ancient flip-phone and ratty handlebar tape.</p>
<p>Without meaning to, I made news. This simple photo tells a story. Several of them actually, if you want to interpret the image that way. It reveals the hypocrisy of bike opponents riding bikes, as well as a cavalier attitude toward bike safety.</p>
<p>This blog kerfuffle also highlights the fact that public servants are public. What they do is out in the open and possibly recorded by <strong>accidental citizen journalists</strong>, like myself.</p>
<p>I was on a job interview recently and was asked to define &#8220;open government,&#8221; the movement to make government transparent and accountable to citizens. This photo is a perfect (though minor) illustration of open government in action, showing what happens when citizens get an unvarnished look at public servants at work.</p>
<p><strong>update:</strong> this story was republished on <a title="epolitics" href="http://www.epolitics.com/2011/10/01/the-great-park-ranger-photo-kerfuffle/">e.politics</a>, a blog that covers digital advocacy. <p style="text-align: left;">It began as a low rumble. I thought someone was moving furniture in my building but then it grew stronger.  I was being shaken, and for a few scary seconds I thought my apartment was going to split in two.</p>
<p>Then it stopped. Outside was a gorgeous sunny day. What happened?</p>
<p>I filed downstairs with my neighbors, none of whom knew exactly what we had experienced. Was this just on our block? I checked Twitter and saw that people from the around the Washington region were tweeting, &#8220;Earthquake.&#8221; Within seconds, someone had retweeted confirmation from the US Geological Society.</p>
<p>After I posted this anecdote on <a title="govloop" href="http://govloop.com">GovLoop</a>, it was used in Washington Post article on <a title="disaster preparedness" href="http://www.washingtonpost.com/politics/federal-workers-offer-suggestions-for-improved-disaster-preparedness/2011/09/02/gIQAImeVwJ_story.html">disaster preparedness in federal government</a>. The article highlighted the fact that informal networks, like Twitter, conveyed information more quickly and efficiently than official government channels.</p>

<p><a title="sxsw interactive" href="http://sxsw.com/interactive/">SXSW Interactive</a> is an annual conference of social media and web geeks in Austin. It&#8217;s a huge, exhausting event that takes place over a long weekend in March and is popularly known as the conference that introduced Twitter and other new forms of communication.</p>
<p>The criticism now is that it&#8217;s gotten <a title="usatoday article" href="http://www.usatoday.com/money/media/2011-03-11-Sxswnewbies11_CV_N.htm">too big and too corporate</a>, dominated by giant corporations trying to be hip. And that it&#8217;s gotten to be such a chaotic moshpit that it leads to <a title="no iphone" href="http://bits.blogs.nytimes.com/2009/03/16/call-failed-feature-revealed-at-sxsw-fest/?hp">network outages</a>.</p>
<p><strong>I went to SXSW in 2007 and 2008</strong>, just the right moment before it became mainstream. The conference taught me to love the brilliant minds at <a title="Stuff We’ve Learned at 37signals" href="http://joeflood.com/2008/03/17/my-favorite-sxsw-session/">37signals</a>, whose radically hopeful ideas about the future of work cannot arrive soon enough. I learned that project management should be as simple as possible. Gantt charts and MS Project should be avoided in favor of clear goals that everyone can understand. <a title="rework" href="http://www.amazon.com/gp/product/0307463745/ref=as_li_qf_sp_asin_il_tl?ie=UTF8&amp;tag=joeflo-20&amp;linkCode=as2&amp;camp=1789&amp;creative=9325&amp;creativeASIN=0307463745">REWORK</a> is their vision for the ideal work environment, where meetings and busywork are eschewed in favor of collaboration and results. Their philosophy is subversive and attractive for anyone stuck in boring meetings or lengthy conference calls.<span id="more-834"></span></p>
<p>A surprising part of SXSW for me was meeting authors and discovering self-publishing. Listening to showmen/charlatans <a title="tucker max" href="http://www.amazon.com/gp/product/0806534443/ref=as_li_qf_sp_asin_il_tl?ie=UTF8&amp;tag=joeflo-20&amp;linkCode=as2&amp;camp=1789&amp;creative=9325&amp;creativeASIN=0806534443">Tucker Max</a> and <a title="four hour work week" href="http://www.amazon.com/gp/product/0307465357/ref=as_li_qf_sp_asin_il_tl?ie=UTF8&amp;tag=joeflo-20&amp;linkCode=as2&amp;camp=1789&amp;creative=9325&amp;creativeASIN=0307465357">Timothy Ferris</a>, I realized that I should write and publish a book. Rather than trying to interest a NYC publisher, they just started writing and blogging their adventures and opinions. In the trade show, I also got to examine the slick self-published titles produced by <a title="lulu" href="http://lulu.com">Lulu</a> &#8211; they looked and felt exactly like &#8220;real&#8221; books and were indistinguishable from anything you&#8217;d find at Borders. These two lessons:</p>
<ol>
<li>Ignore the gatekeepers and write your book</li>
<li>Self-published books are real books</li>
</ol>

<p>However, so much of the best stuff at SXSW happens outside the convention center. Like when I met <strong>Dave and Margie Newman</strong> in the beer tent, who ended up moving to DC and becoming great friends.</p>
<p>Or when I encountered the strange figure of <strong>Reverend Billy</strong>, railing against consumerism and Starbucks. And just the experience of getting out of DC and going somewhere warm to eat BBQ and watch women in skirts and cowboy boots was rejuvenating.</p>

<p><strong>I realized that I&#8217;m more interested in going to Austin than attending SXSW.</strong> Unlike when I attended in 2007 and 2008, there are panels relevant to my job as a web editor for government web sites. But the thought of yet another endless discussion by self-appointed thought leaders on &#8220;Gov 2.0&#8243; makes me ill. Why go to SXSW to see that?</p>
<p>I hope that the govvies in Austin avoid such seminars and look for the different and the oddball. Roam the streets. Talk to people. Stay out late and get drunk.</p>
<p>Another reason for skipping SXSW is that some of the &#8220;keep Austin weird&#8221; creative spirit that I like so much has migrated to DC. Unbelievable, yet true.</p>
<p>Just look at my schedule for this month. Last night, I went to <a title="a world at work" href="http://www.silentcodefeatures.com/aworldatwork.htm">screening of short films</a> by a local director &#8211; this is someone who is making movies outside of Hollywood. Then on Tuesday is the <a title="dcist exposed" href="http://dcistexposed.eventbrite.com/">DCist Exposed Photography Show</a>, a community-based exhibit of photos that embodies the democratic, creative ethos of SXSW. Later in the month, I have the <a title="dc film salon" href="http://dcfilm.org/salon/">DC Film Salon</a> on my calendar, another communal mediamaking event. I also plan on doing some writing for the <a title="pink line project" href="http://www.pinklineproject.com/author/joe-flood">Pink Line Project</a>, an online guide to the arts in DC.</p>
<p>The do-it-yourself creative spirt of Austin and SXSW inspired me to create art. Being there made me realize that I wasn&#8217;t interested in the stories of startups making millions of dollars, of the next Twitter or Gowalla. And of large organizations trying to adapt to new technology&#8230; that doesn&#8217;t seem to belong at SXSW at all.</p>
<p>Instead, I was intrigued by <strong>individuals making art on their own</strong>, whether they were writers, photographers, bloggers or filmmakers.</p>
<p>SXSW demonstrated to me that you could write and publish your own book. Or make a short film. Or create a blog to share your message. It had an enormous influence on me and one that I&#8217;m still trying to incorporate into my life.</p>
<p>Perhaps that&#8217;s why I don&#8217;t feel the need to attend SXSW this year. I&#8217;m still working on what I learned from previous years. These are ideas of autonomy and creative self-expression, empowered by new tools such as self-publishing and social media. You don&#8217;t need to sit in a convention center to learn that. You just have to participate.</p>

Film Office</a>, I thought I&#8217;d elaborate on my thoughts on why I&#8217;m miffed.</p>
<p>In the run-up to the mayoral election, I was told by many well-meaning folks that Vincent Gray shared the reformer credentials of Adrian Fenty but without the hard edges. He would be a fairer Mayor, one more attuned to the needs of citizens.</p>
<p>The people who tried to convince me of this notion hadn&#8217;t lived in DC as long as I had. They assumed that the city had always been this way. They didn&#8217;t remember the days of DC as the murder capital of the country, of when city government was synonymous with corruption. They thought of Marion Barry as an entertaining relic, not the coke-addicted <a href="http://en.wikipedia.org/wiki/Marion_Barry#Third_term.2C_1987.E2.80.9391">“Mayor for Life”</a> who drove the city into bankruptcy.<span id="more-756"></span></p>
<p>One of Gray&#8217;s first moves was to ease out Michelle Rhee, who had taken on the Sisyphean task of improving DC&#8217;s woeful public school system. The teachers unions wanted her gone and had donated a million dollars to Gray’s campaign.</p>

<p>Then came the news that Gray was undoing <a href="http://washingtonexaminer.com/local/dc/2011/02/gray-team-recommends-overhaul-teacher-evaluations">Rhee&#8217;s teacher evaluation system</a>. This was the centerpiece of her reform agenda &#8211; get rid of incompetent teachers and replace them with ones who actually teach. But teachers are voters so the evaluation system is gone too.</p>
<p>Gabe Klein, the popular head of the District Department of Transportation, left. Klein was beloved for bringing bike lanes and the Circulator buses to the city. Perhaps he was too popular &#8211; the Gray administration <a href="http://washingtonexaminer.com/local/dc/2011/02/gray-team-slams-ddot-under-fenty-staff">leaked an allegation</a> that he had mismanaged his department.</p>
<p>Now, the DC Film Office, and the return of Crystal Palmer. She held the job for 22 years, from 1986 to 1998, before <a href="http://notionscapital.wordpress.com/2008/09/24/mayor-fenty-to-crystal-palmer-cut/">Fenty sacked her</a>. More than two decades in office &#8211; that&#8217;s a tenure even Politburo members would envy.</p>
<p>Palmer is married to former D.C. Councilmember Harold Brazil. The previous director of the Film Office, Kathy Hollinger, was an outsider.</p>
<p>Another addition to the Film Office is <a title="leslie green" href="http://wamu.org/news/11/02/15.php?utm_source=feedburner&amp;utm_medium=twitter&amp;utm_campaign=Feed%3A+WAMU885LocalNews+%28WAMU%3A+Local+News%29#40877">Leslie Green</a>, daughter of Gray Campaign Chair Lorraine Green. She&#8217;s among a slew of <a title="high priced hires" href="http://www.washingtonpost.com/wp-dyn/content/article/2011/02/19/AR2011021904076.html">high-priced hires</a> added to the administration, while the city faces budget woes.</p>
<p>To me, these changes represents the worst of DC politics. Is the city government for the benefit of residents? Under Fenty, it clearly was. His appointees were from outside of the bureaucracy and focused on citizen services.</p>
<p>Or is the DC government a tax-collecting machine designed to enrich a narrow political class? That&#8217;s how it was during Marion Barry era. <a href="http://en.wikipedia.org/wiki/Marion_Barry#Second_term.2C_1983.E2.80.9387">Jobs and contracts went to friends</a>, with no accountability, taxpayers be damned.</p>
<p>Undoing reform &#8211; that&#8217;s what these changes represent. Washington is sliding backwards into an old-fashioned spoils system, where the needs of citizens are secondary to shoveling cash and offices to friends of the Mayor.</p>
<p>I&#8217;d like to be proven wrong. Really, I would.</p>

In it, I asked whether the TSA blog was supposed to be <a title="govloop post" href="http://www.govloop.com/profiles/blogs/the-tsa-blog-and-1984">propaganda or the unvarnished truth</a>.</p>
<p>GovLoop is an online community designed to be &#8220;Facebook for feds&#8221;.</p>
<p>I objected to the fact that &#8220;Blogger Bob&#8221; from the TSA categorically states that no one is being groped at airport checkpoints. This is so far removed from reality to be laughable. Anyone who has opened a newspaper or turned on the news has seen countless reports from ordinary citizens about being felt up at TSA checkpoints.</p>
<p>Blogger Bob responded to my post on GovLoop. He accused me of spreading misinformation. He puts &#8220;groping&#8221; in quotes as if it&#8217;s all a big misunderstanding. This agent of the government is disappointed in me. That&#8217;s a bit worrisome, considering the tools the TSA has to make my life difficult.</p>
<p>Friends of Blogger Bob defended him in the comments. One person even texted me privately. They say he&#8217;s a good guy. I&#8217;m sure he is. I&#8217;m sympathetic &#8211; being a blogger for the TSA has got to be an impossible job.</p>
<p>I&#8217;m a big fan of government blogging. When I worked at NOAA, I set up a blog and advocated for greater blogging within the organization. The scientists at NOAA do fascinating work that deserves greater coverage.</p>
<p>But government bloggers work for the people. They have an obligation to be truthful. They&#8217;re not supposed to do propaganda &#8211; that&#8217;s expressly illegal. When I was at NOAA, the feds I worked with stressed to me that we were public servants. All of us, contractors and feds, united to provide quality, vetted information to the public.</p>
<p>&#8220;Our work speaks for itself,&#8221; one veteran fed told me, declining to do any PR at all about what they did.</p>
<p>Government bloggers have an obligation to be truthful. When they deny the obvious (no one is being groped) that destroys their credibility. And the Orwellian language is even worse &#8211; &#8220;enhanced patdowns&#8221; for that hand on your groin.</p>
<p>Winston Smith rewrote history in 1984, changing the facts to match the policy of the day. <em>We&#8217;ve always been at war with Eastasia&#8230;</em></p>
<p>It&#8217;s a dangerous path that the TSA is on. Instead of providing factual information, they give us taxpayers self-serving spin. I hope that the TSA and government bloggers turn away from this future. Because at the end of this long road lies Winston Smith, in a cubicle, sending inconvenient facts down the memory hole.</p>

<p>What do fire dancers have to do with technology?  Attendees at the opening night party of DC Week had a chance to find out.  <a href="http://digitalcapitalweek.org/">Digital Capital Week (DCWEEK)</a> is a 10 day festival in Washington, DC focused on technology, innovation and all things digital in our nation’s capital. DCWEEK takes place in venues throughout Washington and runs from June 11th to June 20th, 2010.  The mission of DCWEEK is to strengthen the capital region’s digital economy via a ten day series of events focused on creativity, technology, entrepreneurship, marketing, content creation and innovation.</p>
<p>The week began with a party in Blagden Alley that brought together the worlds of art and technology.  Web developers, social media experts, writers, transparency advocates, government geeks, photographers and venture capitalists were inspired by bands, video displays, free beer and women twirling flaming hula hoops.  Set in a historic downtown alley, the party was a casual and creative affair where you could meet some of the brightest minds in DC.</p>
<p>But that was just the start.  DCWEEK continued over the weekend with CityCamp, an “unconference” that brought together local government officials and technologists, with the aim of building a better District of Columbia.</p>
<p>All week long, this festival of innovation continues with workshops on gaming, accessibility, communications, media relations and much more.  And since it’s not your normal conference, DCWEEK also includes happy hours, tweetups, a “schmooze cruise”, a flash picnic on the Mall and even a social media comedy show.</p>
<p>DCWEEK demonstrates that tech doesn’t have to be boring.  After seeing someone twirl fire, how could you not be inspired to try something new?</p>

<p>It&#8217;s the end of the year, and the end of a decade. What were my favorite projects of 2009? What did I have the most fun working on?</p>

<p>I can&#8217;t help myself, I like to write fiction. People have asked me how I could <a title="taking time off to write" href="http://joeflood.com/2008/10/10/taking-time-off-to-write/">leave my job</a> and then spend countless hours alone, in a coffee shop, writing a novel. I&#8217;ve offered advice on <a href="http://joeflood.com/2008/12/11/one-writers-day/">setting a schedule</a> and being committed, but the truth is that writing a book is a huge sacrifice and something that you must really, really want to do. And something that you must enjoy doing more then anything else.<span id="more-372"></span></p>
<p><a href="http://dcshorts.com/">DC Shorts Film Festival</a></p>
<p>This year, I made sure to really enjoy the festival, not only as a screenplay contest judge but as a participant. For the first time, I was in town for all the parties and saw some great films, including <a title="funky prairie boy" href="http://joeflood.com/2009/09/15/funky-prairie-boy/">Funky Prairie Boy</a>. What&#8217;s great about DC Shorts is that you get to meet filmmakers and other creative folks in a very relaxed, friendly atmosphere. And with the <a title="dc shorts screenplay competition" href="http://2009.dcshorts.com/scripts/">Screenplay Competition</a> held a month after the main festival, I got to enjoy both events. The funny thing about being a volunteer is that if you show up and prove to be reliable, you get given all sorts of other interesting duties. For DC Shorts, I&#8217;ve been a film judge, screenplay competition manager, executive judge, film panel moderator, assistant emcee, furniture mover and <a title="dc shorts screenplay competition photos" href="http://www.flickr.com/photos/joeflood/sets/72157622490279473/">event photographer</a> &#8211; anything for the cause!</p>
<p><a title="transparency camp" href="http://blog.sunlightfoundation.com/2009/03/10/transparencycamp-lives-on/">Transparency Camp</a></p>
<p>&#8220;One time, at Transparency Camp&#8230;&#8221; Embarrassing, I know, but Transparency Camp was really a revelation for me. Having worked in government, I firmly believe that it should be more transparent and accountable, which was the focus of the event. The most interesting part was the format &#8211; it was an <a title="bar camp" href="http://en.wikipedia.org/wiki/BarCamp">&#8220;un-conference&#8221;</a> where the participants devised the agenda and put on the presentations. And it was free. That&#8217;s a tremendous development, because most web conferences cost thousands of dollars and feature sitting in cold rooms looking at PowerPoint presentations from various experts. By contrast, the un-conference format enables tapping the knowledge of the group in a democratic and open session. Plus, <a title="more thoughts on transparency camp" href="http://joeflood.com/2009/03/03/more-thoughts-on-transparency-camp-09/">free beer</a>!</p>
<p><a title="pink line project" href="http://www.pinklineproject.com/">Pink Line Project</a></p>
<p>The end of the year found me embarking on a new project &#8211; interviews with artists and other interesting DC creatives for the Pink Line Project. These are people who are risk-takers, who go out and start <a title="dc shorts" href="http://www.pinklineproject.com/article/interview-jon-gann-founder-dc-shorts-film-festival-0">film</a> and <a title="fringe festival" href="http://www.pinklineproject.com/article/interview-julianne-brienza-executive-director-capital-fringe-festival">theater festivals</a>. I think that everyone is creative and with my interview series I hope to encourage others to write that book or make that painting.</p>

Despite news reports on the need to recruit <a href="http://www.washingtonpost.com/wp-dyn/content/article/2009/09/07/AR2009090701987.html" target="_blank">thousands of new employees,</a> the main federal jobs site is a usability nightmare, unfathomable to even people who work on web sites, like me. While the site has few defenders, some have argued that it has to be that way, because it&#8217;s the government. Federal requirements dictate its complexity and difficulty.</p>
<p>There&#8217;s got to be another way! And there is. It&#8217;s the <a href="https://www.cbo.gov/Employment/" target="_blank">job site</a> for the Congressional Budget Office. The site is a model of simplicity and common sense, where you can apply for a job in minutes, rather than hours. Let me spell out the differences between the CBO site and USAJOBS:</p>
<ul>
<li>It&#8217;s all one site.You&#8217;re not bounced to a separate organizational site to complete a whole other application, like you would if you applied for a job with Agriculture from USAJOBS.</li>
<li>An easy password. You don&#8217;t need a complicated ten character password with upper and lower case letters plus numbers.</li>
<li>Upload or copy and paste your documents. Choose which is easier for you &#8211; either upload a Word doc or copy and paste your resume. You don&#8217;t have to enter information job by job. Supporting docs can also be uploaded.</li>
<li>No KSAs.</li>
<li>Job descriptions less than a page long, in plain language.</li>
<li>No confusing instructions to fax or snail mail in additional information. It&#8217;s 100% online.</li>
<li>It&#8217;s well-designed. The site makes excellent use of white space and provides strong visual cues for users, such as making the &#8220;Submit Application&#8221; button blue and placing it at the bottom of the right-hand menu.</li>
</ul>
<p>Why can&#8217;t the rest of government do this? The site is not complicated, in fact it looks like it was designed in the late 1990s. But it&#8217;s simple and easy for visitors. It&#8217;s oriented around their <a href="http://www.usa.gov/webcontent/managing_content/focusing_top_tasks.shtml" target="_blank">top tasks</a>, as good government sites are supposed to.</p>
<p>Looking at this site, USAJOBS makes even less sense to me.</p>
